As the title suggests I would like to know how Parting Gift applies the blast surge.

As im understanding it, it will apply blast to everything hit by the initial attack.

Or is it centralized to the space selected?

It doesn't. It's not an attack so surges aren't applied.

Parting Gift does exactly and only what it says. Any surges rolled so not do anything, only the damage results on the rolled green die matter.

(Like said above, Parting Gift is not an attack, it is an ability that causes the target(s) to suffer damage.)
