Consider the scenario of some area terrain, which grants light cover. A mini is touching the outer edge of that terrain, but is otherwise outside of the terrain.
Does that mini gain the cover properties of that terrain?

Not per se. It depends from where the mini is being shot at. If it's from the other side of the terrain and the terrain blocks LOS to some parts of the mini (or their base), then it would even get cover if it was not touching the terrain. If it is shot from the other side, where the path is not obscured by the piece of terrain, it doesn't get cover. It needs to be at least half way in the terrain to get guaranteed cover
The image on page 25 of the rule reference guide shows this situation quite well. Best read the entire cover section of the rrg carefully.

According to the page 8, under Area Terrain, line of sight doesn't need to be blocked if the attack fires into that terrain:
"Any attacks made that fire through or into this zone, even if line of sight is not physically blocked by a feature of this terrain, are subject to the effects of the area terrain."
In the example of this post you're absolutely right, it wouldn't get cover if the unit is shot from the side where line of sight doesn't cross the terrain, but I just wanted to clarify that if the minis base is completely inside the area terrain, even if line of sight is not phisically blocked the unit would still benefit from its cover.
