Are orders issued one at a time or simultaneously?
This matters for comms relay. If it is simultaneously, then only one order can be passed through comms relay. If it is one at a time, then any number of orders can be passed through comms relay.

I'm not 100% sure as I can't find it specified anywhere, but I think that orders are issued one at a time, so using one unit to relay more than one order seems legit to me.
The text says: "When you would be issued an order" Which mean the unit equipped with Relay get its order token, and may pass it to another unit. So this mean one time use. You cannot issue more than one order to a unit.
Last line of this answer makes it explicit (although implicitly, effects in the game resolve sequentially).

The full text says:
“When you would be issued an order, you may choose a unit at range 1-2. Issue an order to the chosen unit
instead
.”
The emphasis is mine.
To me, is indicates that the comms relay unit never actually received the order. Thus, the bit in the rules about not issuing an order to unit that has already received one does not apply.

Yes, it seems from this that orders are issued one at a time.

The unit with the upgrade never gets that order, it would be issued the order, but instead it is issued to another unit.
Long story short: orders are given one at a time, so you can relay one order, relay another, and finally get one order for the relaying unit.
