Panic Versus Immobilize

Hello Legion Hive Mind!

Last night my friend and I were trying out some of our latest additions to our armies and I wound up making the grave error of placing several of my corps units within range 2 of Palp. The next turn Palp used the "And now...You will die" command card and hit all of my corps giving them all a staggering amount of suppression and immobilize tokens before they could activate to get out of the way. One unit of stormies were saddled with 8 suppression tokens, far outweighing Veer's ability to mitigate panic, and failed to remove any of the tokens during their rally step.

My question is as follows: The stormtroopers are definitely panicked and were less than a full range 2 movement from the edge of the board, however they also had taken 3 or 4 immobilize tokens during this same attack. My understanding is that a unit's maximum movement speed is reduced by 1 for each token, so with 4 they should have a max movement of 0. If this is the case would panic do anything? Could they move at all or would they just be stuck in place and forfeit all actions?

I tried looking this up in the FAQs but I didn't see anything. Sorry if I'm duplicating efforts here and thank you all for any ideas you may have.

This is correct. Since panic forces you to perform a move action, and immobilize reduces your speed, you would perform that action while staying in place.

Technically, you still performed the move action though. So standby, charges, etc. can trigger.

Just curious how you unit managed to get 8 suppression tickets on it and it did get whipped out ?

every time you roll hit but cover takes the hit away you still get a suppression, on supressive weapons that is double. if you roll really well you still get suppression.
suppression adds up quickly
