Operatives - Troops or not?

I looked around a bit, and I can't find the answer to this question:

For the purposes of suppression, panicking, and capturing objectives, do Operatives (Fett at the moment) follow the same rules as troops? Or, do they function more like Commanders in respect to those rules?

I think that all the units that can be supressed (courage) work in the same way.

You can see in each unit's card wheather it is a trooper or something else. Look right under Boba's small picture and you'll see that it is a trooper: swl18_a2_cardfan2.png

Juat keep in mind that Commanders are troopers also.

What about for panicking. Could another trooper unit use Boba's courage value the same way Veers or Luke or Leia's would be used?

Crawfskeezen, only if all your commanders were dead, then you could make Boba your commander otherwise you can not use him to give orders or leadership for rallying.

Just a clarification on that. The Operative can issue orders if (and only if) you use one of his command cards. In the case of Boba, he issues orders to himself for all his command cards, but we already saw one of Chewie's command cards and he issues an order to himself and can issue an order to Han too.

Clarification, if you start a game with a commander and boba fett. The commander dies, and then you make boba your new commander. Boba would then be able to use the generic command cards to give out commands. Boba is the only one who would benefit from boba command cards, since they all say boba. It would have to be an unique situation for this to happen.

Chewbacca can also give orders to other units, not all his cards are himself only.

Given that they said his cards will focus on wokring with Luke, Leia, and Han, and the Han card gives an order to Chewie and Han, the only other units he can probably give orders to are Luke and Leia.

I'd be pretty shocked if they were a Commander and not an Operative. Also, given he's coming out before them he probably won't mention them on his cards. And another also, he does only have 3 command cards, one each for Luke, Leia, and Han.
