Just to be sure: MHD 19 is allowed to use medpacs in the app, isn't he? His ability only states that he cannot benifit from medical cards...

Medpac in the app isn't a medical card.

Emergency Medpacs (among others) are still medical cards when playing with the app.

That's fine, it doesn't have the Medical trait.

Yep. Portable Medkit, Bacta Pump, Emergency Injector, Environment Hazard Suit, and Plastoid Armor are fine. They do not have the Medical trait.
