I’ve scoured the book (probably missed it) but if NPCs don’t have a cool or vigilance value how do I determine order during a fight? Thanks

Basically, they all have a Cool and a Vigilance rating. It might just not be printed, as they wouldn't have any ranks in them, thus deferring back to the ability scores.

So you use Presence for Cool, and Willpower for Vigilance.

And remember, this can happen with other skills as well. Not just Cool and Vigilance to determine Initiative. NPCs that have no listed Brawl score, for example, still can make Brawl checks using the Brawn ability value, and they simply don't upgrade any dice from greens into yellow.
