As of the current rule set it seems to impart no added value, as there’s nothing that negates Sharpshooter, correct?

For now it's correct, but maybe in the future there is an abbility or something that reduces or cancels Sharpshooter and then it will make sense

I agree with Lemmiwinks, I'm pretty sure it's some sort of future proofing masquerading as theme
