In TI3 it was a rule that flagships could only be built in home systems. TI4 seems to have removed this rule. I just wanted to confirm this with the community. And if true, is this a good thing? I felt that the home system restriction was a good rule otherwise some flagships could be abused. The Yin Brotherhood flagship's special ability is a lot deadly if you could build this from any space dock.

The restriction has been removed and you can build anywhere that you have a space dock.
