The assymetric play in netrunner was it's big selling point. I had an idea in how to utilize the mechanics:

Create a game about thieves in terrinoth, maybe with a heist theme, the ICE cards could be traps laid dowb to catch thieves.

I don't believe they can. The mechanics of the game were from Richard Garfield, and owned by Hasbro/Wizards of the coast and the reason why they had to stop production, even after a new core and a short run of new cards.

The only thing that FFG have right to use is the Android setting. If they wanted to produce a new Android LCG it would have to be a completely different game.
