quick question regarding those two plot cards.

Safe Within the Walls says: characters cannot be killed.

Winter Has Come says: When revealed,if you have 2 or more Others cards in your used pile, kill all characters (cannot be saved).

What happens when both cards get played in the plot phase?

Nothing. "Cannot" is absolute. Characters that cannot be killed do not need to be saved.

Specifically, the plots are revealed simultaneously and then “when revealed” apply based on initiative/FP. But constant effects don’t wait, they’re “on” as soon as the cards flip.

(going from memory here so if I’ve misremembered I will remove my shame and spent the rest of my days as a member of the night’s watch.)
