just wondering if this card allows each trooper unit to get a dodge token or the first one

It says "When a friendly trooper is issued an order..." and allows you to issue orders to 2 trooper units. It doesn't say "The first friendly trooper that is issued an order..." or "One of the troopers issued an order this turn..." so each one gets it.

Of course a trooper is issued an order only when it receives it face up during the command phase. Order token randomly drawn from the order pool ar enot "issuing an order"
