The legend rule sheet says: "Legends can only be played onto a capital board with a loyalty icon that matches that legend". Neutral legends like "Count Vlad von Carstein" though do not have any loyalty icon, only their types (in this case Undead and Vampire).

Does that mean they can be played with any race (both order or destruction) or do they still require their specific capital - in the example of Count Vlad the Undead Capital?
