What is terrain?

A friend told me that barricades don't count as terrain as for hostile enviroment purpose for example. Is that true? I mean, are not the difficult terrain? if they are not a piece of terrain where is the piece of terrain definition?

My response if someone said that:

It’s essentially the PRIMARY use of Enviro gear - leaping obstacles and barricades without slowing down, since you can’t climb them with grappling hooks...

I know, it is like he considered obstacles not being the same than piece of terrain what seemed weird to me. But he told me someone said that to him and showed it somewhere. I dunno where, though.

If it’s on a battlefield, and it’s not a unit, card or token... it’s probably terrain.

In page 9 of the RRG you can find Barricades under the TERRAIN TYPES section. So, by the RRG, they are terrain
