Does Luke ignore difficult terrain with his Jump ability? More specifically, say he is jumping into ruins that have an upper level of height 1, is Luke's speed reduced by 1 because he is moving into difficult terrain?

By a strict reading... no, Jump does not ignore difficult terrain.
However... given Mr. Davy's email about jumping over vehicles, I suspect that is not the intent. And it is not how we have been playing it, for what it's worth.

Yea, I read that too. I think the key distinction that needs to be addressed is the difference between jumping over or jumping into . I get jumping over the AT-RT for example would be the same style of interaction as jumping over a big rock as you generally start and end your movement out of difficult terrain. It's when you end in the terrain. This may require an email too.
That's an irresponsible use of the word "ignore" on Luke's card, then. "Ignore terrain that is height 1 or lower" versus what Jump says in the RRG...
