Potentially, but it would still not have the additional cardboard that units come with (since it isn't a complete unit), and still not be an entire unit. The $13 single model boxes ($12.99 USD MSRP rounded up) are complete, unique units, not individual models, that can be put into your army 6+ times. If the single box contained a unique weapon/specialist, and a couple copies of a new grenade/ equipment, then it starts to become fully equivalent to the Commander boxes in my eyes.

Power creep is a natural side effect of how games are developed and tested.

During testing players already have a great amount of skill using existing options, the new option that is truly balanced will be worse then an old unit given players are inexperienced with it.

The only way to make it work is to adjust the balance overtime according to player skill.
