Can a ATST use its fence cutting blades and main gun at the same unit?
ATST rule question

You can only use your Fence Cutting Blades if you are in Melee with your target, which means you're ineligible to use your ranged weapons.
If you're not in melee, you can use your ranged weapons, but can't use your Blades.

Essentially, those two sentences you quoted come with an implied "with each other". As in "the attack and defender are in a melee with each other ". Being in a melee does not outright prevent you from performing ranged attacks.

The OP's question saying "the same unit" seemed to imply he wanted to use Arsenal 2 to put the Blades and Main Weapons into the same attack pool against the same unit. Since one is ranged, and one is melee, that just can't happen.
