I don't see why not. Page 41:

Quote

After an enemy unit attacks, moves, or performs an action, [...]

In your case, an enemy unit did in fact perform a move. So it's a candidate for triggering standby. Thematically, I love it. Stormtroopers at the ready, Vader pulls some Fleet Troopers out from behind cover. They proceed to get shot and sliced. If anyone is left standing, they get choked ?.
