I don't see why not. Page 41:

After an enemy unit attacks, moves, or performs an action, [...]

In your case, an enemy unit did in fact perform a move. So it's a candidate for triggering standby. Thematically, I love it. Stormtroopers at the ready, Vader pulls some Fleet Troopers out from behind cover. They proceed to get shot and sliced. If anyone is left standing, they get choked ? .
