No Time For Sorrows

So I've no idea whether this question has been asked and answered by another user already, but here is my question about Leia's command card 'No Time for Sorrows':

The card's text reads: When a friendly trooper unit is issued an order, it may perform a speed-1 move.

Can I use this on a trooper unit to get a free withdraw from a combat?

And can I use this with Luke's Charge ability to get a free attack outside his normal activation?

First one yes, second one no, because the speed-1 move is not an action

Fun fact : You can give it to Leia so she can be within range of a unit to git it orders when she wasn't able to previously.

Actually, the first one is also "no". While engaged, a unit cannot perform moves (page 26). And we have an email clarification that a "speed-1 move" must be a standard move (i.e., not a climb, clamber, withdraw, etc.).

Compare/contrast the wording of No Time for Sorrows with the wording of Force Push, which explicitly removes the restriction imposed by engagement.

On the same topic, Does this only apply to the trooper selected or all troopers for the round?

It’s when the troopers are given an order.

Thats not when they activate - that’s when you are choosing which ones are going to have tokens and which ones tokens are in the bag...

It's only for troopers that are issued an order. Issuing happens at the beginning of the round before activating units. So, not for all troopers.

So you are saying that the card description is only for the 2 troopers that you have selected and the description does not apply to the rest of the troopers that have not been selected?

No. There is a difference between giving a trooper an order and activating a trooper.

You only issue orders (place a face-up order token by a unit) during the Command Phase. You activate troopers during the Activation Phase.

Yup, you got it!

You can find the definition of Issuing Orders on page 30, and the specific timing on page 2.
