Rapid Reinforcements

I have a question about Rapid Reinforcements, specifically about this portion of the card text:

"When a player draws a token with a rank that matches a set-aside unit, if there are no other unactivated units with a matching rank, they must place that unit on the battlefield..."

It seems like the card text breaks when I issue an order to a trooper unit with my command card. The round continues and all other trooper units but the one with the order have activated. Then I pull a trooper token from the pool - but I still have an unactivated unit with a matching rank. Surely issuing orders to a unit is not activating them, so I do not meet the condition to deploy my set-aside unit of troopers. What is the way out?

I’ve placed the token back in the pool, but then force activated the unit with the order.

So you respect the token you pulled, but don’t lose out on the reinforcement unit.

It’s definitely a broken situation.

I would do the opposite - the whole point of issuing orders is you explicitly choose when to activate that unit, and Rapid Reinforcements shouldn't alter that. I treat the card as if it says "If there are no other units with a matching rank and without an order token placed by them." That covers both activated and ordered units.

This is exactly what we did at a tournament about a week ago.

There is definitley a broken state here, but fairly simple to resolve.

Hey can you rapid deploy inside a building. Nothing sais you cant.

You can deploy anywhere as long as you are outside range 2 of enemy units. This includes deploying inside/on top of buildings or other terrain.
