While browsing the legion expansions tonight I noticed that 2 numbers have been skipped. Most stuff is released in pairs. Just a little food for thought.
Swl14 and swl15 are skipped over.
As with the much rumored SWM20 SSD in Armada, one of these will have to be the AT-AT?
I know x-wing has a few that havnt ever shown up either, sometimes they just get skipped.
Probably more mats or something.

You buy him and give him to the opposing player, where he screws up their activations, causes suppression to their own units, and generally makes them curse and hate you? It would be SO THEMATIC!

maybe these are the imperial and rebel infantry personnel upgrades. like the infantry command packs for rune wars.

Yes, they are SWL16 & SWL17.
I'm still betting that the play mats were likely supposed to be these #s but they changed them later to the SWS prefix. Imperial Assault game mats use a SWI prefix but it looks like FFG is now lumping all their Star Wars Supplies into the SWS prefix.
I'd guess:
Chewy
Imperial Army Troopers
