Is that two total, or two from each unit?

The rules say: After a unit with the inspire x keyword performs its “Rally” step, remove a total of up to x suppression tokens from other friendly units at range 1–2.

I think without an "each" modifier, it's two in total.

Yeah, you got it right. It also says “total” right there in the rule. So either 2 from 1 unit, or 1 each from 2 units.
