What is the timing for "My Ally Is the Force" meaning when is the dodge token issued? When you lay the order token down at the start of the phase or when the order token is used to start your trooper squad's activation?

It's when the order is "issued". In other words, when you lay it down. So the unit essentially starts the round with a dodge token.
