So let's say My DLT19 is shooting at range 4 with 2 red dice. I roll two blanks. I an aim, I spend it to reroll both. I roll a hit and a blank. Because precise allows me up to 3 rerolls, and I then reroll the blank I just rolled?

No, because spending the aim grants one opportunity to reroll up to X number of dice. Precise increases that X value, but doesn't grant another reroll opportunity. It's a "when" timing window. After you've rerolled, the "when" is over.

We could derive implicitly that spending one after another is legal. But we don't need to because it's actually explicitly spelled out for us. From page 13:
