Beyond Command Range

Is a unit is beyond Command Range able to receive Orders from your Command Pool?

The rules are clear that you can only issue Orders to a unit at Range 1-3 using a card during the Command Phase, but it is not clear about what happens to the units beyond Command Range.

Are those units stranded with no opportunity to activate or can they be activated at random from the Command Pool?

Activating a unit has nothing to do with command range.

All units will activate in a round whether by having an order issued or by drawing a token.

All units that are not issued an order going into the random pool and the. You activate any of that type when you draw. As an example if you have 4 corps units, 1 is out of range and 3 and all are in range when you draw from the random pool and it’s a corps unit you choose which one to active because range no longer matters.

You give the orders out at the start of the round, the range is checked at this time. If that unit later moves out of range of has commander move out of range they effectively still have their orders. It isn't something that can be lost later (although it can be swapped with another unit using battle meditation)
