Does a DLT 19 Trooper use the sTrooper Surge = Hit?

As per title?

Yes, the surge to hit is for the unit, the DLT-19 upgrade adds that extra trooper with a heavy weapon to the unit.

This brings up another question.

If my squad shoots a unit and the DLT also shoots the same target, is it just 1 suppression on the target?

If so, can the DLT instead pick another target from the other troopers and then they dish 1 suppression to 2 targets?

Yes to both.

Dosnt seem right that.

Surely then you always fire your DLT at another target to get 2 suppression tokens? Seems a bit gamey?

Not if you want to actually deal damage. Especially if your targets are in any sort of cover or have dodge tokens, good luck getting hits through. Suppression can go away when they Rally and also one token is removed at the end of the turn, so there's a good chance you just wasted your entire activation.

To confirm, the hit causes suppression x1 before Cover is applies yes?

Nope, they get the suppression token after the attack is finished if you rolled any hits or crits on your attack, even if they all end up blocked.

It says the hi causes suppression even if they were cancelled.

Dosnt that include getting cancelled by cover?

Yes, it includes hits being cancelled by Cover.

What @arnoldrew was trying to say is that the suppression token itself is applied after the attack is completed.

Basically, if you roll any hits at all during the attack, they take a suppression token after the attack resolves.
