I'm not really sure what your question means.
If Vader or Luke want to use deflect, they must have a Dodge token that they spend. That spending, as usual, gets rid of a regular hit.
Then, they roll their defense dice. Any surges they roll allows for a Deflect wound back at the shooting unit.
AFAIK you obtain both bonuses; so surges count as shields, AND every surge gives a wound to the attacker (obviously, if you have an Dodge token and you spend it).
We play this way.
Edited by airshowDeflect is all win! You get the effect of spending the Dodge token, all surges change to shields and you deal wounds equal to the number of surges you rolled.
Dodge tokens only remove one hit and your surges only change to shields if you have that conversion on your character card. So if Vader spends a dodge token, he gets deflect. If he is then hit with ex. 7 attacks that hits, the dodge token removes one. He then rolls 6 red dice for the rest of the hits. He rolls ex. 3 shields and 3 surges. Vader then takes 3 hits, but the enemy unit shooting at him gets 3 wounds due to deflect. EDIT: deflect grants surges conversion to shields.

Think of it as the blocks are blaster bolts he sends into the ground but the 3 surges are ones he sends back to the attackers. It wouldn’t make sense for him to take the damage that he sent back.

Yes sorry you are correct, I forgot Vader got the surges effekt in the deflect description. I could just remember he does not have it otherwise.
Luke also does not have a defensive surge built in and only has one after spending the dodge.
