Comm Jammer

So the Comm Jammer upgrade for speeder bikes says "Enemy units at range 1 cannot be issued orders unless they are issuing and order to themselves."

We agree that while playing a command card you cannot select a unit affected by a Comm Jammer.

However when you pull a random order token from the order pool would you still be able to activate a unit in range of the Comm Jammer?

I would say yes because page 10 talks about "activating units" and does not say anything about issuing an order.

My opponent says no they loose the activation because this would be considered "issuing an order" from page 9 of the rule book.

How do you guys interpret this rule?

Activations and Issuing Orders are two different steps. So far nothing in the game stops a unit from activating in a round.

I don’t know what you mean about pg 9, that is about terrain. Looks at Pg 12 and Pg 30 for Activation and Issuing Orders.

You are correct: issuing orders and activating units are different things. Issuing orders only happens during the Command Phase. When you select a unit to activate during the activation phase, you do not issue an order to it. You just activate it. So comms jammer is irrelevant at that point.

Comm jammers are pretty useless for the points. 15 points to stop a unit from getting issued an order. Maybe later when other commanders come out and can give bigger boons to units with the command cards, but right now it is too pricey.

Now if the card read something like could not be issued an order or activated until all other units of its class have been activated. That would be worth 15 points.
