Clarification: Rose can only exhaust her own spell to use the ability (though it can affect any spell, not just herself's)

If you plan on using your pyromancer, you should probably bump up her will to four. Three will investigators are notoriously useless for combat. (Personally, I enjoy the challenge of playing three will investigators, especially when they have low sanity, but, many people don't).

Well, I do. As I said multiple times Mark Harrigan is one of my most favorite investigators and not only does he have 3 will he also have 3 sanity.

Also, who are these "people" you speak of? Joe, Kate, Wilson, Dexter, and more all have 3 will and are pretty **** popular.

Yes, just like Horace has 9 stamina. That's why they have so few items. "Buying" +2 extra points of sanity/stamina costs $16 (out of the $25 there is to spend on starting possessions)
