Permanent effects in a non-permanent designed game

Who's been working on how to set durations/etc for effects you would like to be more or less permanent, or at the very least have a longer effect than two rounds?

Example, when reading through/working on the conversion for TEW I came across a mysterious wizard in the corner who casts Curse on the 'mistaken identity' guy (not to spoiler too much). Of course, that sounds like a spell with an extended duration. In looking through the WH3 stuff the Curse spell has only a few rounds of impact then it goes away.

This is probably going to be for spells for the most part, but has anyone thougth about what they're goign to do with durations? Are you just going to decide spell X works longer, or are you working out some formula? I can't see a stealth spell only kicking in for 6 rounds of time...

The easier way is to use the spell as described in the TEW. From a v3 mechanic standpoint, just make it a special action for that particular NPC. I cannot remember the duration (need to check TEW or the v1 book on the Petty magic Curse), but I do remember that it can be dispelled.

Yeah, and I'm seeing upon further research it is a petty magic, so maybe the duration isn't so extreme?
