Are medpacs the absolute only way to regain health? Can you recover a strain with an unused surge then if you have no strain, recover a health instead?
Like say through Fenn or Shyla's abilities?
Do items that recover health for you still work? Bacta?
Recovering strain does not recover damage. That's the only change.
It includes recovering strain from performing a rest, and recovering strain by spending a surge, and includes all other abilities that recover strain.
Abilities that recover damage recover damage.

Verna can heal 2 with a surge while using close quarters if you take Student of Battle. I took it in the first campaign play through to see how useful it would be and I got enough surges to justify picking it at the moment.
Gaarkahn kan also take Wookie Fortitude which recovers 2 damage for the cost of 1 strain.
