Burning + Incapacitated, You can't take a check to end burning since it requires a roll, you can't take a calming breath to end incapacitated since you would burn for more damage than you heal, yet you take no damage if you just sit there burning forever.

I wonder why blurning damage happens after an action, not every round.

Does it have something to do with invocations? Would shugenja become OP if Burning did damage every turn? Haven't looked into them too thoroughly yet.

It's power control, they wanted you to have a chance to remove burning before it does damage, but instead of putting it at the end of your turn they put it after an action, which is optional.

All they need to fix it is to make "Pass" an action on the action list. At which point, passing still triggers burning.
