I think he means in planning phase if you want to take a certain action with a ship that action would require you to pick it in the planning phase, but actually performing the action would still occur at the normal timing meaning bumping, moving over obstacles, etc. would still stop the performing of actions. It's to minimize higher initiative getting free reign of board state knowledge action decisions.

I would love that, but it seems too complicated and make the planning phase too long. I know that people can spend a long time already during activation, but my guess is that this would take more time overall. Happy testing!

the counter argument is that this is mostly what non-Duchess TIE Strikers are and we've learned to live with those

Strikers have a non-optional boost, which means thinking about their dial is a whole reposition more complicated, but we manage to make do

A solid amount of ace players already take extra time thinking about which order of reposition + action or especially reposition + reposition to take when they have board knowledge. It would definitely be interesting to see how many of them maintain a level of analysis paralysis shifted to planning phase OR if it actually gets faster because they can't change their minds in the activation phase since it's be locked in from planning phase. We might find out how much more time was actually being taken in the activation phase for those full board knowledge decisions when it's being added to the dials choices in planning phase since that's what a lot of people focus in on for "slow play."

Hm, it's similar, but with the huge difference that a bump is inconsequential. That makes the decision quite a bit easier

I assure you as an Ace thonker I am not thinking about anything related to actions. Usually its some combination of:

I was assuming that the actions were decided in Planning, but performed in Perform Action. So bumping still keeps you from doing the action that was planned.

I think it's too late to change (I was hoping for this is 2E), but I think it would make a superior game.

How would you propose to declare your intended action? Would there be a second dial with actions on it?

Its all declared blindly in the planning phase. 100% of decisions (besides target priority and token spending) no longer reactionary ever. Online you just type it out and reveal, in person yea itd be an action dial. In previous discussions about it I assumed that it would require that Force Charges be turned into Actions that you pre-spend during planning as well and lose if blocked like anything else.

Maybe action tokens like Armada's command tokens you put by your ship with your maneuver dial during planning.

How would linked actions be handled? Would the link be declared, as well, and if so, could you decline the link when you get there? If actions were added onto your bar from a crew or other upgrade like Targeting Computer how would that get added onto the action dial? Would we have a modular dial to slot in or take out actions?

All linked actions called ahead of time, if it fails it fails. No changing your mind regardless of how bad it gets.
I have no idea how it would be implemented in person. Works easily online though.
