Dash's PS isn't what let's you arc dodge, it's the pilot ability.

With just a barrelroll I don't think it makes that much of a difference. If you would play PTL and Engine I would agree, but the additional points you have for Miranda and CM in this build are well worth dropping down to Leebo.
Dash can reposition through obstacles (specifically, debris) with no downside effect, which can consistently cut off vectors of approach for the enemy.
I'm not specifically arguing that Dash > leebo, etc - they're both close to the same archetype; I'm just saying there are simply pros and cons to each, and one would fly differently depending on who they brought.
But given that - Dash's BR can definitely be useful get screwing up approaches because he can BR through obstacles.

This is my opinion too.
Personally I feel that if you could fully load Miranda AND Dash at 100 points there would be very little reason to take Leebo over Dash, unless you predict a heavy RAClo meta.
However, since you can't, every point you save on Leebo over Dash translates into more stuff in other places, which might end up better overall.

Leebo's ability is just generally solid too. I was playing a Leebo + Bandit swarm ages ago and was typically using his ability once a game to knock-off a *** crit for a weaker one. It's not Chewie good, but it will save your bacon every once in a while.
I also found his lower PS to be quite handy. It lets you block and overshoot your opponent much easier.

Few years ago this was exactly the case when the US went to their first Team Warmachine event in Poland.
A unit (Stormlancers) was being used be the Europeans heavily and it was getting work done. In the US this unit had been dismissed as crap for years.

That's an interesting point, as far as I know, the most notably list which didn't seem to have any success in Europe was the Paul Heaver's one from the SoS.
Other than that, the European Championship meta was very similar to the one at Worlds. What really surprised me was that few people brought Dengar Trevura at the Europeans, but it's not like that there were many people other than Justin Phua playing it at Worlds either, so I still don't get the snarky remarks the Krayts and other posters did

I was surprised at how few Dengar/Tels there were as well. There are plenty of people running it at store champs in the UK.

This is my fleet (still needs more hazard markings on the fang and jump).
Regarding level of play and lists, as we all know the top 16 of a 350 person event isn't always a full proper representation.
There were a few Dengar Tel lists, plus variations (Expertise Dengar Ketsu/Asajj etc). I expected to see more, but I also feel that people were expecting it, and outside of its high PS alpha strike cant do much if you out fly Dengar.
One of my friends took Dengar Tel and had success with it at several smaller events. I played one round eight, so by then my opponent was 5-2.
