Personnel Quality and Skill

Here is the house rule we use for the characteristics, skills and talents for crew, troops etc. I thought i'd post it up in case it helps anyone else running their game.

Un-named personnel under a Rogue Trader’s command have two attributes, their skill level (incompetent, competent, crack, veteran, elite) which determines their characteristic scores (20 for incompetent, going up to 60 for elite.)
The personnel also have a quality, this reflects the skills and talents on top of their natural ability.

Voidsman
Poor Quality: Skills – Untrained Tech Use, Untrained Pilot (all craft)
Talents – Pistol Weapon Training (SP), Melee Weapon Training
(Primative)

Average Quality: Skills – Tech Use, Pilot (all craft), Awareness
Talents – Pistol Weapon Training (SP, Las) Basic Weapon Training
(SP), Melee Weapon Training (Primative)

Good Quality: Skills - Tech Use +10, Pilot (all craft) +10, Awareness +10
Talents – Pistol Weapon Training (SP, Las) Basic Weapon Training
(SP, Las), Melee Weapon Training (Primative, Chain)

Best Quality: Skills - Tech Use +20, Pilot (all craft) +20, Awareness +20

The skill level of personnel reflects their rarity, on an average world incompetent personnel are common availability, going up to extremely rare for elite personnel (missing out the scarce step.) In rare cases it is possible for personnel to gain the talents and skills from a different role / career, it is only possible to have 2 sets of good quality skills / talents or 1 set of best quality.

Thats a great set and a nice idea, I'm sure people will add their own soon.

Only problem seems to be the stat levels. Someone without a name shouldn't get a 60 in an ability score, and combined with the skills that makes for NPC that are better than the PCs.

their stat levels are just based on the crew ability rules, best quality elite personnel would be a bit amazing, but then they would also be the very best people for hire in the sector.

I also plan to add templates for bureaucrats (for senaschals and clerks and the like) at some point

I think what Jimmy was trying to say was, if you look at the wording "Crew Rating Skill and Characteristics" it might be meaning that the "Elite" NPC crew members have a 40 in there primary characteristics with a +20 in skills corresponding to their job. Hence, a 60 overall. But, it's just how you look at the wording and how you wanna play the game. Obviously you put allot of effort and time into creating your NPC chart here Cpt Bosun, which is always much appreciated when someone wants to flesh out a quick NPC. I like them, and will definitely tailor them to fit into my campaigns. Thanks for the great ideas.
