When playing with The marine, he is aloud to place one action card and many bonus action cards during his turn. My question is can he play any card he wants too, in any order or does it have to be an action card first then he can play the bonus action cards. Because some time you only have bonus action cards in your desk.

Page 14 of Rules Reference:

He may resolve up to one main action and any number of bonus actions.

A marine can resolve his main action and bonus actions in any order he chooses.

Remember, you must fully resolve one card before you play the next. If you don't, any attacks/abilities are lost as soon as you place your new card down. Only movement points can be kept:

A marine can spend movement points he has gained at any time during his activation, but any movement points not spent by the end of his activation are lost.

So I am guessing it doesn't matter what card he play first as long as he fully resolved that first or he loses it except for movement. Like he can start off with the bonus action card.
