Has anyone else noticed that on the back of Minh Thi Phan investigator card, at the beginning of her story her name is spelt in reverse as Phan Thi Minh , is this an error or are there any cultural reasons for this?

I believe it is a Korean naming convention. The family name comes first followed by the "given" name. Many given names consist of "two names." So in this case, Minh Thi is her given name. Phan is her family name.
I think I read that part of the given name is usually a generational tag so that everyone in the family will have that same tag to identify what generation they are in. For example, if Minh had a sibling their name might be Phan Seung Thi.

i've always assumed it's intentional, also she's my favorite investigator. i love playing her, and people give you the look like
until you're following them around, handing out tickets and +1s to everyone and their mothers .. mwhahahaha.
edit: also, her and Finn Edwards can move 3 spaces together each turn by having her buy him a ticket, doing a +1 move, moving Finn to her, then having him smuggle them one extra space. Very Cool usage of 2 great underrated characters. ... UGH now i gotta go play some Eldritch Horror..
