The expansion EVOLUTION introduced several new Missions for the Squad Leader to choose from. 2 of them have the name "EXALT Infiltration" and both of them have among other rewards upon completion this effect.

"Remove 2 EXALT tokens from the board."

According to the rules, all Exalt tokens are removed from the board during the Refresh Units and Cards step automatically and the Resolve Mission step is the very last (except resolve final mission) step in the Resolution Phase and removing 2 Exalt tokens from tasks you already performed seems like not that much of a reward especially since at the end of the round, the tokens get discarded anyway.

Am I missing something? Or is the reward just utter garbage?

"During the Refresh Units and Cards step of the Resolution Phase, all EXALT tokens not on the board are flipped facedown and reshuffled."

Yeah, if Exalt tokens went away at the end of the turn, there'd be very little point in burning successes to clear them either.
