The other day I was asked to help a player move into the Scum faction and be competitive and as an Imperial player he already had the Firespray..
To my surprise I realized that after the FAQ, nearly every list and variations could nearly be met by just buying a single pack of each type.. There are really only two deviations that I am aware of and this includes Jumpmaster 5K for Dengaroo, Protectorate for "Old Man" Teroch, I guess a third if you wanted unhinged 4 Y-Wing.
Think about what you get by just buying 1 pack of each type?
I was asked if I thought Scum with minimal purchasing could be competitive and after seeing the lists that have been brought to Worlds I would say YES.

blade_mercurial has run triple x7 Crackshot Glaives a lot at very high levels of Vassal play. That's $90 retail (plus some free bombers), which is pretty cheap for a seriously competitive list.

I agree, Defenders are easiest, but at the same time one of the most competitive ways

eh, you really don't need palp
maybe for like world's tier play, where you're playing enough rounds against the tip-top that absolute bull dice can and will happen (which is really where palp shines, just hand wave those dice away)
but for "competitive", meaning the rest of us, the x7 defender by itself is just beastly regardless
standardized for ps 1 and I believe assuming a 50% trigger rate on the x7 title, the x7 defender is (According to juggler) the most efficient jouster in the game

Palp is actually only 30-40 bucks on Ebay now.
Nevermind that Defenders actually do ok without Palp. They're not Soontir, who loses a big chunk of his effectiveness after he gets tagged once.

You can do plenty "well" without palp. I'm 18-3 currently with triple defenders (vessery/ryad/delta). Quite a few of those wins are against some very good players in the core worlds of the vassal league (including 2 dengaroo builds)

Perhaps I should have said the cheapest with the MOST variety. So many different options
Otherwise, right now today a 3-triple Defender list is probably the cheapest. But it is only 1 list. Boring / Yawn (Disclosure: I did fly two Defenders at GenCon)
