I apologize for asking a question to which an answer is obvious for sure, but I'm new to the game and have troubles understanding the matter.

Can I include nonloyal cards from one faction into a deck of another faction - the one I choose my faction card from - if I don't run any agenda?

No. Standard deckbuilding rules stipulate you can only include cards from your faction and Neutral cards.
