If used for a block when does the static text for the card kick in? Is it after it is played or after the block phase is completed?

the floating kicks in when the card enters the card pool, a card enters the card pool after all costs are played.

This is why I like the Transitional Zone.

There is a place, a magical place, where cards that are trying to be played go. It's called the Transitional Zone (actual AGR term is Transitional Zone (Limbo, not to be confused with Purgatory) lol).

When you say you're going to play a card and reveal it, it's no longer in your hand and enters this magical place. Until the check is successfully made and all costs are paid, the card remains here. If the check and costs are taken care of, THEN the card leaves the magical zone and actually enters the card pool, and if otherwise it is discarded.

This is the reason why the continuous text on Silent Xia Sheng Stance does not apply to itself, and the same applies for Playful Stance, Amyrillis Spin, etc.
