But given the large number of unique/varied surge effects, is there an explicit order defined in what priority will a monster spend its surges?

Check the monster info in the app ( you can check in the monster portraits and clicking on the top red skull on activations) and see the pag 10 in the RTL rules for a more accurate info to how spend the surges.
