Hi, I was wondering if it's possible to combine the Hip shooting Talent with Psychic Powers. For example, take a Full move and use the Smite power?

No, the talent description clearly says: "As a Full Action, the character may both move up to his Full Move rate and make a single attack with a ranged weapon ." Psychis Power isn't a ranged weapon.

I agree. Psychic abilities are powerful enough as it is. There has to be some limitations on them.
