Why do you think Thrawn will be in Rebels?
This is an old rumour.
It was dropped mid season-two, stating that they were going ot be looking at the possibility come (Mid) Season Three.
We'll know more after the Star Wars Expo going on in Europe, as the Exec Producer for "Rebels" is apparently going to be showing off bits of Season Three there...

Well, there is no guarantee that a Thrawn as presented by Rebels would have everything in common with the legends era one.
He could have a completely different personality. he certianly will have a different backstory, just to be there, just to be presented...
Who knows - he's not likely to be showing up to help, so he may well find his Demise... In Rebels...
I'm holding off all excitement and criticism, until I see it... Because, again. This may not be the Thrawn of old, after all.
I'm far more inclined to believe it is Mara Jade. If Vader has/had Inquisitors, then it is just as likely for the Emperor's Hand to make an appearance. She also appeared in the Heir to the Empire series, where it was mentioned she filled a role very similar to the Inquisitors. She wasn't a blunt instrument like Vader. She was a subtle and precise strike to secretly remove opposition to the Emperor.
All true but Thrawn makes the most sense. And it could showcase the Empire's xenophobia. Mara? I don't see her making her appearance. Thrawn has been the speculation for quite some time.
