When you encounter a Defeated Investigator or a clue in a space with a monster do you have to defeat the monster first before you can encounter the Defeated Investigator?

Yes, it's treated like any other encounter, therefore all monsters must be defeated first.
Thanks
alboy, unless you really need the answer as fast as possible, I think it's not a good idea post the question at two forums in the same time.
People on the second forum will spend their time to answer your question, unaware that you already got the answer on the first forum. It's a few moments, yes. But if you're doing this for every question, it adds up.
And not every answer is a short one, some require several minutes of research. If you make two people do the same research, one of them is losing several minutes in vain.
I think you should at least link to the other post. Or better, wait a while to see if there's an answer on the first forum. For many questions, you'll only need to wait a few minutes.
And if you're in the middle of the game, I suggest that the game's owner to choose a ruling that seems most reasonable to them. You may check the official rules after the game, this way you'll avoid the delay.

This isn't a very frequented forum, and there are only a few of us who really talk/respond to one another on here. i recommend getting all of your questions written down, and then posting them in one post. you're taking up quite a large amount of real estate on a pretty slow forum, which makes it a bit harder to follow other posts.
also, it would be great to have all your questions/answers in one place, because honestly they are all good questions for new/old players alike for reference.
edit: didn't see your post tsuma534, but yes
i agree.
