well my question here is: do these psichic powers follow the same rules of this quiality?, i mean, when manifestating a power with this quality, do the enemy have the option of doing an agility test and if he fail, make the evasion test?

A power with the Spray quality operates exactly the same as a weapon with the Spray quality. After manifesting the power with a Focus Power Test, anyone caught in the effect must test Agility or be hit. He can always use a Reaction, being able to use a Dodge if his Agility Bonus allows him to clear the area of effect. Alternatively, if he has Deny the Witch, he can simply stand in place and use that as his Reaction instead.
