I'm just wondering whether I need Starters to get those versions of the characters, or if I could find them in a box of the boosters?

the starter characters can only be found in their starter decks, along with their starter deck exclusives.

unless there is a printing error
when buying new product i dont think id rely on what im buying to be mispackaged even if it seems to be exetremely common recently.
