The Finer Points of Falcon Point

In a game I played last night, there was some confusion regarding Falcon Point.

First off, unlike riding the train, using the Falcon Point ability does not require the expenditure of movement, correct? If I have a Speed 5 investigator, and I use up all 5 of my moves getting to Falcon Point, so long as I have the $2 I can still take the boat trip? Is that right?

Second (this ties into the first question), does the boat trip itself then count as "movement"? For instance, if one investigator moves to an aquatic location using Falcon Point (thus ending their official movement for that phase), but the next player to act during that same phase is ALSO on Falcon Point and wishes to bring the first investigator BACK to Falcon Point ... I can only assume this is illegal, as using Falcon Point means you can no longer move. I can only assume the boat ride itself counts as moving despite not requiring the expenditure of actual movement (with regard to Speed).

I assume the above if only because, if the boat ride does not count as movement, it would be possible to send a combat investigator to Devil's Reef (player one), have that player clear out any monsters that may be lurking, then have the gate-closer (later that same movement phase) bring the first player BACK to Devil's Reef, thus clearing the way for the gate-closer to jump a boat to Devil's Reef to do their thing, completely ignoring the open gate in the process (as this all occurs during the movement phase). This exact situation played out last night. We decided that the combat character who moved to Devil's Reef to kill the Wizard Whateley (our Shaman would have gotten spanked) could not then be brought back during the same movement phase. If the Shaman wanted to close the gate, she'd have to make the trip herself and force them both to traverse the OW (not to mention strand them on the Reef after they return).

Correct? Or no?
