I was looking the deck building part of both the Rules of play and the Tournament Regulation and found out this , let me quote them :

Rules of play , page 14 :

Custom Deck Building

-A player may chose 1 agenda card , or may chose to not use an agenda .

-A player's draw deck must contain a minimum of 60 cards , etc.........

Tournament Regulations , page 4 :

Deck Building

-Each Draw deck must contain one faction card and a minimum of 60 other cards. Etc....................................................... . A draw deck may contain one agenda card .

This implies that if you are running an agenda card , this card is considered a part of your draw deck thus the rest of your draw deck is a minimum of 59 cards .

Can someone clarify if this is intentional or no ?

It's not, it's a typo - and it's already been fixed in the document (I checked again today, there are a couple of typo fixes - some of more glaring typos than that one!)
